Community Outreach Service

The Community Outreach service (CO) serves many purposes in maintaining contacts with both individual community members as well as the diverse array of Community-Based Organizations (CBOs) in the Greater Cairo area to improve refugee services in Egypt overall. The CO team is the main and central body for any new contact or visit, with staff members fully knowledgeable of the services provided by StARS in order to represent the organization as a whole. CO also improves coordination between StARS programs, especially when striking relationships with the same organization. The Community Outreach service collects vital data on each CBO in the community and, in collaboration with the CBOs and other StARS programs, determines what actions should be taken to meet the CBOs’ needs.

The Community Outreach Service at Saint Andrew’s Refugee Services and the CBOs’ Development Project

StARS’ Community Outreach Program works closely with CBOs from all major refugee communities to enhance their self-reliance and develop their capacity to deliver direct services to vulnerable members of their communities. With the support of the new CBO Development Project, CO will implement a new, innovative, and unique project, which has the potential to change the landscape in a positive way for the majority of refugees and vulnerable migrants not just in Cairo, but potentially in urban refugee settings in other areas in the world. Over the course of three years, CO will work intensively with 20 CBOs in Greater Cairo to build strong structures, enhance the long-term sustainability of the organizations, and improve management and the skills of individuals serving the displaced population.

Role: Community Outreach Deputy Director

Under the supervision of StARS’ Outreach Director, the CO Deputy Director is responsible for the technical and managerial support of StARS Outreach Program and the CBOs Development project with the goal of building the capacity of refugee communities and improving the access of refugees and vulnerable migrants to quality services. The Deputy Director manages the implementation of Outreach projects, with joint supervision over some staff and direct supervision over the Education, Legal and Psychosocial teams. The Deputy Director additionally provides strategic support on technical programming, reporting, grant writing, and monitoring & evaluation. Lastly, the Deputy Director will stand in for the Outreach Director when absent and assume additional duties as necessary.

Responsibilities

All duties are carried out under the supervision of StARS Outreach Director. Effective communication with the Outreach Director, and other members of the StARS’ leadership team is essential to the success of this role.

Technical

· Acquire full and detailed knowledge of social, ethnical, religious, and political background of displaced communities in Egypt.

· Monitor policies and external developments affecting refugees in Egypt and update and revise the Outreach strategy accordingly.

· Build a strong understanding of StARS services, procedures and policies

· Maintain good working knowledge of UNHCR guidelines, processes, and procedures.

· Build and maintain strong relationships with refugee communities in Cairo, and motivate and assist CBOs to build connections and coordinate with each other.

· Maintain oversight and monitor activities across the Outreach programs, as well as all areas of StARS engaging in work with CBOs.

· Lead on improving communication between Outreach and other StARS services and sub-programs.

· Provide technical support to the Outreach staff to ensure effective and efficient implementation of activities

· Ensure monitoring and evaluation systems are in place and programming is reviewed based on results and emerging needs

· Other tasks as requested

Supervisory

· Lead and directly supervise the Outreach Education, Legal and Psychosocial team (DELP).

· Coordinate with Outreach sub-programs to ensure actions are taken to bridge the legal, psychosocial and education needs of CBOs identified during mapping and field visits.

· Coordinate work of Outreach Senior Legal Officer and the Outreach Senior Psychosocial Officer with Refugee legal aid program (RLAP) and Psychosocial services.

· Oversee work of Education, Legal and Psychosocial Managers and lead on implementation of operational capacity building of CBOs under CBOs Development project.

· Maintain good working relationship with Education, Psychosocial and RLAP leadership.

· Prepare work plans and ensure all data collection tools of DELP team are created, completed and saved with Outreach Monitoring and Evaluation Officer.

· Ensure all Outreach staff carry out tasks in accordance with StARS’ policies, code of conduct, and standards, in particular with regards to work ethics, confidentiality, anti-discrimination, child protection and the prevention of sexual harassment, exploitation, and abuse.

· Promote self-care, peer-support and team building among Outreach staff and volunteers.

Policy/Advocacy

· Advocate with donors, UNHCR, and other service providers for improvement of services and rights of refugees in Cairo.

· Monitor policies and external developments affecting refugees in Egypt, paying special attention to particularly vulnerable or marginalized groups.

· Contribute to strategic development of Outreach service.

· Assist the Director with the annual work planning and strategic planning.

· Prepare the Outreach section of StARS annual advocacy report.

Finance/Administration

· In cooperation with CO Finance Officer, monitor and maintain strong financial records as per StARS financial procedures, and ensure proper financial documentation of all activities.

· Ensure accuracy of monthly payroll and spending sheets

· Ensure recording of personnel information and documents, leave, work hours of Outreach staff, and other personnel management aspects.

· Lead on staff recruitment when required

· Undergo probation and regular performance appraisals.

Reporting/ Grant Proposals

· Communicate regularly with the Outreach Director, reporting on all major issues and developments in the field and within the Outreach.

· Develop and maintain strong reporting systems within the Outreach

· Coordinate with Outreach Monitoring and Evaluation officer to improve data collection across CO sub- programs

· Lead reporting on assigned StARS grants related to Outreach

· Receive contributions from Outreach sub-programs and assemble the final Outreach reports and submit them to the Outreach Director.

· Provide feedback to the Outreach sub-programs on their contributions to improve their reporting skills.

· Research and draft documents necessary for grant proposals according to Outreach director’s request.

· Contribute to and draft financial and narrative parts of grant proposals.

· Other duties as assigned by the Outreach Director.

Working Hours: The Community Outreach Finance Officer is expected to be at work for 40 hours per week, between the hours of 9:00am and 5:00pm, from Sunday to Thursday. Longer hours, evening work, and weekend work are sometimes necessary. Work will be conducted both in StARS premises and also in refugee communities and centers.

Salary: 13,000 LE/ month, rising to 14,000 EGP/ month following successful completion three-month probationary period, with 4,020 EGP/ year medical allowance and 100 EGP/month saving scheme contribution upon completion of probationary period.
