Community Outreach Service
The Community Outreach service (CO) serves many purposes in maintaining contacts with both individual community members as well as the diverse array of Community-Based Organizations (CBOs) in the Greater Cairo area to improve refugee services in Egypt overall. The CO team is the main and central body for any new contact or visit, with staff members fully knowledgeable of the services provided by StARS in order to represent the organization as a whole. CO also improves coordination between StARS programs, especially when striking relationships with the same organization. The Community Outreach service collects vital data on each CBO in the community and, in collaboration with the CBOs and other StARS programs, determines what actions should be taken to meet the CBOs’ needs.
The Community Outreach Service at Saint Andrew’s Refugee Services and the CBOs’ Development Project
StARS’ Community Outreach Program works closely with CBOs from all major refugee communities to enhance their self-reliance and develop their capacity to deliver direct services to vulnerable members of their communities. With the support of the new CBO Development Project, CO will implement a new, innovative, and unique project, which has the potential to change the landscape in a positive way for the majority of refugees and vulnerable migrants not just in Cairo, but potentially in urban refugee settings in other areas in the world. Over the course of three years, CO will work intensively with 20 CBOs in Greater Cairo to build strong structures, enhance the long-term sustainability of the organizations, and improve management and the skills of individuals serving displaced population.
Role: Community Outreach Program Officer
Under the supervision of the Outreach Director, the Community Outreach Program Officer (COPO) is responsible for:
Reporting/Programmatic duties
· Coordinate reporting and compile contributions from CO coordinators and managers and
follow-up as needed
· Edit full reports and work with CO Deputy Director and Director and the Monitoring and
Evaluation (M&E) Officers as needed to ensure reports are complete and accurate
· In cooperation with Monitoring and Evaluation Officers, design monitoring and evaluation
materials for the program activities (pre- and post-assessments, surveys, focus group discussions, site observations, informal interviews, etc.)
· Help develop and support strategies to collect data across projects
· Develop tools for coordinators to assist in reporting
· Contribute input on Outreach activities to grant proposals.
· Do research and draft documents necessary for grant proposals according to Outreach Director’s request.
· Promote information sharing
Project duties
· Develop and oversee the logistics of CBO Project Leader training schedules under the CBO Development Project
· Coordinate activities between CO and CBOs, including but not limited to workshops, meetings, and networking events
· Help develop and support strategies for streamlining activities within CO and CBOs
· Provide feedback, training, and other support for activities across the program, as needed
· Support assessing project performance to identify success factors and incorporates best practices into project work
· To contribute input on Outreach activities to grant proposals.
· Assist in planning and provide logistical support for CO events
· Promote information sharing within the CO program and StARS
· Other duties as assigned
Supervision/Administration
· Supervise, guide and evaluate the performance of the Community Outreach HR Administrator and Community Outreach Program Assistant
· Monitor the working hours, timesheets, and leaves of the HR Administrator and Program Assistant
· In cooperation with the CO HR Administrator, oversee the recruitment process for CBO project staff under the CBOs Development Project
· Ensure that personnel files for all CBO staff are properly collected, organized, maintained, and kept confidential
· Assist CBOs in developing and implementing performance management process for CBO staff
· Maintain accurate records on all documentation needed for the success of assigned duties
· Participate and cooperate in general office tasks and other duties as necessary
· Attend internal and external outreach meetings as appropriate
· Undergo probation and regular performance appraisals
· Maintain accurate records with respect to expenses as per StARS financial rules.
· Other duties as assigned.
Essential Requirements
· Fluency in written and spoken English. Excellent written English is essential.
· Diploma/Undergraduate degree in an appropriate discipline.
· Ability to communicate effectively and respectfully with their supervisor, other staff members, community leaders and members, as well as external partners.
· Belief in and commitment to non-discrimination on the basis of gender, race, disability, and religious belief.
· Proactive, punctual, reliable, and responsible, well-organized and detail oriented.
Preferred Requirements
· Experience of working in program support or management for a not-for-profit organization
· Experience or working with or for refugees
· Knowledge of the refugee context in Egypt
· Knowledge of StARS’ s programs
· Motivation to create internal and external networks of communication
· Ability to prioritize workload and multi-task.
Working Hours: The Community Outreach Program Officer is expected to be at work for 40 hours per week, between the hours of 9:00am and 5:00pm, from Sunday to Thursday. Longer hours, evening and weekend work are sometimes necessary. Work will be conducted both in StARS premises and also in refugee communities and centers.
Salary: 7,850 EGP/ month, rising to 8,3500 EGP/ month following successful completion three-month probationary period, (plus with 4,020 EGP/ year Health Coverage and 100 EGP/month Saving Scheme Contribution upon completion of probationary period).
