Founded in 1979, St Andrew’s Refugee Services (StARS) is a refugee-led, refugee service provider in central Cairo that works to enhance the quality of life for refugees and vulnerable migrants through four programs: adult and children’s education, legal, and psychosocial services. We provide high-quality services meeting the unaddressed needs of refugees, and we provide a safe and inclusive space for displaced people to come together as a community. Position: Director of Programs

Reports to: Executive Director

Start Date: March 2019

Role

Reporting to the Executive Director, the Director of Programs oversees the coordination and administration of all aspects of StARS programs including planning and coordination, staffing and human resources, donor relations, funding, reporting, and financial management. The Director of Programs is also responsible for the direct supervision of staff working across StARS programs. StARS has expanded its staffing and programs over the last four years and the Director of Programs is expected to support the Executive Director in all aspects of work.

Responsibilities

All duties are carried out under the supervision of the Executive Director. An excellent working relationship with the Executive Director is essential to the success of this role. StARS’ Director of Programs will perform a wide range of duties including the following:

Program planning and coordination

· Assist in planning and delivery of the StARS’ core programs (psychosocial (including medical access and mental health), education, outreach, and legal aid) and the activities of each in accordance with StARS’ mission and strategic plan.

· Develop strategies to increase the complementarity of StARS’ core programs to ensure that the needs of StARS clients and students are efficiently addressed in a holistic manner.

· Liaise with other directors to ensure effective and efficient program delivery.

· Coordinate the delivery of services among different program activities to increase effectiveness and efficiency.

· Develop new initiatives to support the strategic direction of StARS.

· In close consultation with program leaders, develop coherent operational policies and manuals.

· Develop annual budgets and operating plans for all StARS’ programs.

· With the assistance of StARS Programs, Monitoring, and Evaluation (PM&E) Officer, develop program evaluation frameworks to assess the strengths of StARS’ programs and to identify areas for improvement.

· Develop funding proposals for StARS as a whole and each program individually, as needed, to ensure the continuous delivery of services.

· Update and improve StARS existing Staff Handbook, financial procedures, and HR documents.

· Oversee the collection and maintenance of records of StARS clients and students for statistical, planning, reporting, and funding purposes.

Staffing and human resources

· Provide supervision and line management to StARS PM&E Officer, Programs Coordinator, and other cross-cutting positions as needed.

· In consultation with the Executive Director, recruit, interview, and select senior program staff.

· Develop and implement StARS human resources policies, procedures, and practices.

· Develop and implement StARS’ performance management process for all program staff.

· Ensure that all program staff receive an appropriate orientation to StARS and our programs.

· Ensure all staff members receive appropriate training and professional development.

Administration, management, and donor relations

· Write reports on StARS programs for management, funders, and others as needed.

· Communicate with funders as outlined in funding agreements.

· Develop relationships with potential funders and identify funding opportunities.

· Write funding proposals and draft budgets.

· Ensure that StARS programs operate within approved budgets.

· Monitor and approve all budgeted program expenditures.

· Manage all project funds according to established accounting policies and procedures.

· Ensure financial reports and supporting documentation for funders are prepared as outlined in funding agreements.

· Identify and evaluate the risks associated with program activities and take appropriate action to control the risks.

· Monitor program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework.

· Report evaluation findings to the Executive Director and recommend changes to enhance the program, as appropriate.

StARS Strategic Plan

· Monitor progress on StARS’ strategic plan. Communicate with management and staff on progress.

· Co-facilitate staff and/or management workshop sessions on the strategic plan.

· Provide six monthly reports on progress on the strategic plan.

Qualifications and characteristics of the ideal candidate:

· Excellent oral and written English. Fluency in Arabic is an advantage.

· University degree in a related subject (development, not-for-profit management, law, etc.).

· Knowledge and experience of program management.

· Knowledge of issues related to urban refugees in the Global South. Knowledge of the Cairo operating environment is a distinct advantage.

· Proficiency in word processing, simple accounting, databases, and spreadsheets.

· Personal experience of forced displacement is an advantage.

The Director of Programs should demonstrate competence in some or all of the following:

· Foster Teamwork: Work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance organizational effectiveness.

· Lead: Positively influence others to achieve results that are in the best interest of StARS.

· Make Decisions: Assess situations to determine the importance, urgency and risks, and make clear decisions which are timely and in the best interests of StARS.

· Organize: Set priorities, develop a work schedule, monitor progress towards goals, and track details, data, information, and activities.

· Plan: Determine strategies to move StARS forward, set goals, create and implement actions plans, and evaluate the process and results.

· Solve Problems: Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem.

Hours: 8 hours/day, 5 days/week (Sunday – Thursday), and other hours (weekends and evenings) as required.

Supervised by: Executive Director

Salary: EGP 21,000/month (plus medical allowance and savings contribution).
